Does anyone know how to enable "Roaming Voice&Data" on iphone 4s?

Does anyone know how to enable "Roaming Voice&Data" on iphone 4s? I can go to Settings-General-Cellular but all that is there is Data Roaming and Enable 3g. I need to enable "Roaming Voice and Data" for travelling abroad. Please Help!

iPhone 4S, iOS 6.0.1

Sounds like you may have damaged the SIM when you cut it. Get a new micro-SIM from your carrier.

The setting you're looking for does not exist on a GSM phone as far as I know. Only on a CDMA phone.
