Can't buy apps

The AppStore only allows me the download free apps, when I try to buy apps I put in my password it doesn't go through and says contact iTunes support , I ordered a book on kno first and only download it worked I got an email asking if it was me to ignore if not to message back. Ever since I can't buy anything and I need my textbooks for college
