No. That is processor speed build into the logic board, not replaceable, not able to swap.
Most of the computers you can buy today are not compute-bound for any tasks except perhaps Video special effects calculations.
They are often memory-bound, and very, very often I/O (drive speed) bound.
We have enough compute power on these little notebooks to do fluid dynamics modeling, like weather forecasting. Do not lose sleep over a fraction of a MHz.
