Which model do you have and how are you trying to charge it? via USB or plugged into the wall?

Define forever.
Are you using the supplied charger or USB port on a computer?
Model MD366X/A, at least overnight to fully recharge, and via power outlet.

Assuming you are using the original iPad charger, that does seem like a long time to recharge. A reset may help. Push and hold the Home button and the Sleep/On/Off buttons for approximately 15 seconds, until the Apple logo reappears. Release both buttons and wait for restart.
