Im havin the same problem w/ my ip4S.. It's still in a greyed out wifi! 6.1.1 did not fix the NO WIFI ISSUE! Pls.do something about this! It's been months now. Too much hassle! When are you gonne fix this guys?

iOS 6.1.1 was release to fix a 3G cellular problem on the iPhone 4S. It likely wouldn't contain any WiFi changes.
