I want to be able to merge 12 apps again

why was this taken away with the lastest update?

iPhone 4S, iOS 6.1.1

I think first you have to explain what "merge 12 apps" is. That is roughtly equivalent to asking why Apple has taken away the ability to gresvorne pscillcutty bees in the latest update.

When I said "merge" I guess I should have said combine the app tiles into a group. Where prior to the update I was able to combine 12 apps and now only allowed to group 9. Please let me know if I need to find another way to express.
