You can customize the toolbar in Pages '09 to include Lock and Unlock buttons. They are perpetually inactive when added to the toolbar no matter the state of the document. Anyone have success or is this a bug?

Try looking in the Pages Help and I think you will see that there is a method there for working/using the icons for lock/unlock. I searched for Lock.

Do you have anything selected when you click on them?
They don't lock/unlock the document, they lock/unlock objects.

I was hoping the lock/unlock was for the document. But that answers the question - thanks!
You can lock the document, just be careful you give yourself a hint and don't lose the password:
Inspector > Document > Require password to open
