You can't activate your phone using an AT&T sim card unless you're in the US. Get another sim card & try restoring/activating using that.

Also, which model of iPhone do you have? Will be on the back of the phone.

Try activating with a Local (Kazakhstani) sim card.

Its starting to look like your request to unlock your phone either has not been processed by AT&T, or not processed properly. To fix, you're gonna have to figure out how to call AT&T or AppleCare in the US. AppleCare, in the US, can confirm whether the unlock request has been processed or not.
