I can't make calls via phone number on FaceTime using ipad4 in Egypt?

I know that facetime is blocked in many middle eastern countries. UAE is one, no idea if Egypt is another. In those cases, all iPads sold in those countries cannot have facetime even installed on them and it's said that the service itself is blocked on the government level.

Might be your issue (If Egype participates in that blocking).
