iMessage and FaceTime issues

I recently received and iPad mini. I setup my iMessage app and it worked find app fine, at first. The day after I got it, there was an IOS update. Sine then my iMessage and FaceTime do not work. It will go through the verify step and then start over at the beginning. Any ideas how to fix?

iPad 2, iOS 6.1.2

Turn off FaceTime and Messages in the Settings. Sign out of your Apple ID in messages and FaceTime. Restart your iPad and then turn both apps on again and try to sign in again.

I do not see anywhere in settings that indicates that I can turn off iMessage or FaceTime.
