In that video's case it seems to be a keyframed vignette...
Drag in the Vignette effect... and set its default size. (The size you want all the time)
Then where you want the eyes to "blink" set a keyframe and make the vigette all black.. Then a few frames later let it go back to default) The moment of impact (Key Frame Distance) should not be any longer than it takes for a human to blink his eyes. Approx. 250 MS or 1/4 of a second..
You may want to experiment with blurs as well. to make it look a litte more realistic than in that video (No offence meant to its maker)
There are a million ways of doing this... Above is one...
In principle eys shutting is a black frame gradually occurring. You could also just key frame a levels effect's white output... To go dark in 1/8 seconds and full white again in another 1/8 of a seconds.. In total (Closing/opening) 1/4 sec.

They leave more questions than they answer.
If you need basic information on Key frames etc... And how to go about using it. I suggest you start by watching a FCPx tutorial on how to use Keyframes.
After you grasp that use the information I provided before. Really simple when understanding the concept of keyframing & animation....
However, to start teaching such right here & right now would be a little too much ;-)
you'll have to keyframe the right parameter, in this case I guess it should be the vignette falloff...
Click the clip... And then hit ctrl+v to open the keyframe editor...
Bascially you set ONE keyframe... Change the parameter.. then move to a new location in time and alter the parameter to set a new keyframe... Then interpolation occurs between the two (or more) keyframes
I cant figure it out. I click on the clip where i want the blink. Press ctrl+v and get a little menu up with all my plugins. I press on Vignettet and can choose between: darken, fallout ...
I press on fallout and then nothing happen?

I found a "Add keyframe" in the vignette settings. But when I have added the keyframe i dont get any setting menu to edit the keyframe with time, darkness and so on?

You will need to look into the FCPx manual and spend a "little" time with the concept of key framing.
