Try a reset:
Hold the Sleep and Home button down until you see the Apple logo.

Tried restart several times didn't work.
Double-click the Home button and swipe the Task Bar (at bottom) to the right. Check volume and mute settings.
Checked volume it's on max from where I can check mute settings
You may have to backup and do a Restore.
Try this:
1. Sign out of your Apple ID
2. Sign back in again
Settings>iTunes & App Stores>Apple ID
