I have a website and I'm developing an application for my users. I wonder, Must I distribute my app with my developer account? or do I need to enroll enterprise developer program?

Before that, let me know one thing.
case1: If your website is for private purpose, my mean it is related to particular organization (who has authorized) ? Then you can go with enterprise dev program
case 2: If it has the option of anyone can access data after signing up. Then you can upload it in your developer account.

1- No, everyone can use and completely free.
2- It is a kind of mail server for reading mails and managing email accounts and taking notes. I want to make an ios app which people can use all these features on mobile. It just has the same name with my website.

Yup. You can use the developer account. I think the first page has login page, dnt forget to add the demo creditentials in the developer form Meta Data.
