Yesterday 3/4/13 I opened my email in my IPhone 4 and found I no longer had the TRASH can at the end of the email or when I hit edit and mark the email with the RED dot I no longer get the RED DELETE bar at the end of the email list so I am stuck with emails in the IPhone4 and CAN'T delete them.

did you tried a simple reset ?
First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
Turned the IPhone completely off for several minutes and when it was turned on again everything was normal and all delete functiond were working
