First I thought it took a lot of time to recharge (2:15) ( and I was right). But......And now after it is fully charged it is giving me poor performence like : Dropping from 100% to 97% first. And I don't know why. It is just a couple of months old.
Full specs:
Macbook Pro 2.9 GHZ 13 Inch (not retina) (Late 2012).
Most of the time I am just surfing the web with Only Google Chrome.

if it is a couple of months old and you are concerned about the battery, bring it to an Apple store or AASP and have them check it out. It comes with a 1 year warranty.
The problem is that I live in Afghanistan and I am only 15 yeas old.
If you start looking at the time with nothing running, you may see 7 hours (I once saw mine estimate 10 hours).
** start streaming NetFlix and the estimate can drop to 3 hours.

So what causes for it to go down from the original Design capacity? And do you say that a good Design Capacity will give good charges?

using it over time will decrease the overall life of the battery. It's just like any other battery, they wear out over time.

yes.
My MBP is 20 months old and holds more than what engineeres say it should have.
If yours is younger and cannot perform as mine, a trip to a technician is probably useful. I am not qualified to tell all of the possible reasons your battery would be working less well than mine.
