I have a without contract iphone 4 thats water damage, can Apple replace it?

I have a without contract iphone 4 thats is water damaged, can Apple replace it(or get a new one form the Apple Store)?

iPhone 4, iOS 6.1.2

you may be able to get an out of warranty replacement for $199, give it a try.
