photostream public website: "Cannot load photo"

I've created several photo streams, and when I use the public website feature, ther is one recipient who can open the link OK, but the images on the photostream layout have exclamation points within a triangle. Again, no others users have trouble so far as I know. This has occurred each and everytime.

Public website feature is On. Sent the link. Using Safari, but it shouldn't matter what browser or OS right? What gives?

It could be that they have 10.4.11 OS. That is a very old OS. iCloud requires 10.7 OS for you to use it on your personal computer, so it may have something to do with that.

Hello, I've been on the phone for a total of three hours with several senior advisors regarding this very issue for the last two days. At first I thought I had set up the Shared Photo Stream link inccorrectly. But we did a test link with a test shared stream and same issue showed up. On Tuesday, I had no luck with Firefox, Safari, or Internet Explorer - all running the latest versions. Chrome, the latest version, DID work. Yesterday. Today, no such luck. I sent the link to a co-worker to see if he could view the photos and on Firefox he had no luck but on Chrome he did. That was this morning. I just checked with him (end of day) and now Chrome only shows two of the eight photos loading. While working with the Apple tech, he was able to view it on his PC running Windows 8 but only through Chrome. He was unable to view it at all on the public website via his Mac, running Mavericks. The Shared Photo Stream for IOS 7 users appears to be fine; it's only the public website which shows the dark gray triangle with the exclamationi point. Several photos have captions which DO show up with no problem. I have an older MacBook and iMac at home and because they are running Lion, the Shared Photo Stream option is no option. That was how I discovered the web link wasn't working. Just wanted to update all the steps I've tried. Let's hope Apple gets this fixed!
