photostream public website: "Cannot load photo"

I've created several photo streams, and when I use the public website feature, ther is one recipient who can open the link OK, but the images on the photostream layout have exclamation points within a triangle. Again, no others users have trouble so far as I know. This has occurred each and everytime.

Public website feature is On. Sent the link. Using Safari, but it shouldn't matter what browser or OS right? What gives?

It could be that they have 10.4.11 OS. That is a very old OS. iCloud requires 10.7 OS for you to use it on your personal computer, so it may have something to do with that.

As of Aug 18, the problem still exists for me. I have OS 10.9.4. On the public stream some photos show up just fine other not. But with the ones that have the "cannot load photo" error, if they are downloaded to my Mac, they display just fine once downloaded. I have tried deleting the offending photos and reloading them, but I get the same result. I have the most recent version of Safari, the OS and iPhoto.
