Well publishing to the App Store is an Apple function.

Doesn't matter how the app was created you have to go through Xcode, which is what the doc I linked to will show the OP. However as in all cases you have to be an IOS Developer to publish and if the OP is asking this question here I have a feeling that he is not.

And if the third-party app causes a problem when validating/submitting, etc., Apple should be resposible for fixing it?

Apple's not responsible for fixing any submitted app, it's up to the developer to do that.

The OP is asking how to submit an app to the App Store, the doc I linked to tells him how. It's really very simple.

You will need to read the documentation I linked to and also the documentation on the phonegapp site.

The procedure is covered well in those two places, much better then I could explain it myself.
