Turning off iCloud
We have 2 iPads. They are constantly syncing with each other even after I have deleted iCloud on both of them. How do I delete iCloud permanently?

You don't need to delete iCloud, just run of automatic downloads: Open the Settings app > iTunes & App Store. Turn off the automatic downloads for the categories of content (Music, Apps, Books).
