I have just bought an iPad 2 and when I plug into a computer or plug into a car charger it says not charging, while I have read that it will not charge unless its asleep while plugged into the comps. USB port, the question is does the same hold true for the car charger?

Depends on the charger. If it is a 1 amp iPhone charger then the iPad needs to be off or asleep. If it is a 2.1 iPad compatible car charger it does not have to be.
Does the charging of the iPad not happen with a car charger unless asleep?
