Does the charging of the iPad not happen with a car charger unless asleep?

I have just bought an iPad 2 and when I plug into a computer or plug into a car charger it says not charging, while I have read that it will not charge unless its asleep while plugged into the comps. USB port, the question is does the same hold true for the car charger?
