"your payment method was declined"

i replaced my ipad, now every time i want to purchase something either free or needing payment i get a respons saying "your payment method was declinded" my mastercard expired so i got a visa card but my account does not want to update my payment method. the conclusion is i dont have any apps in my ipad and i cant download an. i am getting very frustrated.
