Is Applecare only available the first 30 days or could I still purchase it now for the extra 2 years?
I want to buy an iPad mini from a friend who bought it in October. Is this correct or can you only buy it when first purchased?

You have one year in which to buy AppleCare, however if you want to buy AppleCare+ which gives even more coverage you must do so within the first 30 days. Apple also will want to inspect the device before accepting the AppleCare+ agreement since AC+ has a provision for reduced out-of-warranty damage replacement costs.
Regular APple Care only extends the 1 year factory warranty against manufacturer's defects to two years. Apple Care plus has the 2 instances of accidental damage repair for a $49 service fee.
