Official iPhone handset’s brought in the Middle East region are not enabled with the FaceTime feature, this is a restriction set by Apple. As an official iPhone supplier, Vodafone Qatar requested for the FaceTime feature to be enabled for all its iPhone buyers and by default is locked to a Vodafone SIM. Not true. iPhones sold in KSA and UAE have had facetime disabled. Qatar used to be on that list, but no longer is, so phones sold in Qatar should have Facetime on them. If phones from countries in the Middle East that do have facetime on them are used with a carrier from a different country, facetime could be disabled on them.

The restriction is NOT placed there by Apple It is a requiirement of the governments of those countries.
