I downloaded an audiobook on my ipad but can't seem to get it onto my iPhone. Can somebody tell me how to do it?

The policy was probably from the no-brain or it's a kind of fraud. Which one? Give my money back!

Did you download the audiobook onto a device or computer ? If you did then copy / sync it wherever you now want it - you get one download of audiobooks from iTunes

Use your library's Overdrive. It is free and you can download the book onto both devices need of a computer.
