i met this guy on ebay,he was offering his iphone4s for sale,but he has lost his bill receipt,the box and the accessory are factory intact,the handset is also new.should i go ahead with this deal

No. There is no central database of stolen/lost phones. Even if the serial number came up good, a common scam is to sell the the phone, then report it lost or stolen to collect the insurance for it, resulting in the phone being blacklisted and becoming useless to the buyer.
