If the iPad were manufactured before 19 Feb 2013, you won't even see IOS 6.1.2

Whatever it ships with, it's a free update to the latest OS.
It ships with whatever was the OS at its time of manufacturing.
But like folks have said, it's a free update. If I were getting a new one, as I set it up I'd update the OS before I started putting stuff on it, then you have no worries about losing data since you have no data on it.
