What does reply with message mean?
In the Passcode Lock section of Settings, you can decide what you can access when the iPod is locked, and I was wondering what "Reply with Message" is?

Your iPod touch can't receive phone calls, but it can recieve FaceTime calls.
Check Settings > Facetime > Reply with Message
It means if someone messages you while it is locked and you are busy you can respond with a preset message.
@whatheck It's an iPod, not a phone...
@deggie If I leave it on, can other people use my iPod to send messages without my permission (without unlocking). Or is it more like holiday mode on email, where a canned message is sent. Should I bother to turn it off if I don't want others to have access (I turned off Siri when locked for this reason).

That's for when you decline a call. Tap Settings > Phone > Reply with Message, to setup a custom reply.
How would they decline a call on a Touch?
I don't use it, I'd suggest downloading the manual from the iBookstore or using the bookmarks in Safari to the manual and checking.
