I've tried a lot of times and it won't let me. I tried to download a free app and it says it needs my billing information. I don't want to edit the information I
just want to delete it.

You need a valid credit card to download any apps/Music/Movies be it free or chargerable.
Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.
