As of yesterday I am unable to open ical when I click on the icon on my imac version upgraded to 10.8.3
Any ideas?

Since the other user account is working, why don't you migrate everything to that new account?

Sure, the way I do it is copy all the data to an external drive then I copy it to the other user.
You have to locate all the app files, there was a good reference in here

but the link is broken. Mostly what you want is in the user/Library/application support (safari is in there, address book, keychain, etc), iTunes is in user/Music/, etc, etc
Usually when I have to do this I never delete nothing in the old account after a few days (or weeks) just to have sure that nothing is missing.
