How do I recieve my Developer ID?

I've made an application in Xcode, and am ready to submit it to the app store, however I need my developer ID, as well as installer package. How do I get it? I went into "Xcode > Organizer > Devices > Provisioning Profiles" and clicked refresh. It did not come up with "No ID found request new one" but rather "Request Timed out". I'm only running Firefox and Xcode, full internet connection. Please help I really want to release it.
