The usage is automatic when you have set up iCloud on your device.

Go to Settings->iCloud and set it up there. It will automatically use it to sync your Calendars, Notes, iWorks files and other data.

It also stores Backups of your device if you so choose.

You don't use iCloud storage on the iPad. iCloud is a backup for app data and device settings and the "stuff" associated with Apps. Using iCloud, you can download most purchases without having to pay for them again. If you use only iCloud and don't use iTunes at all, all of your stuff is backed up to the cloud and available for download again if you ever need the content again.
