I have two problems - first, I just lost my iPad which was not password protected because I was sure this would never happen - how dumb! Is there any way to disable it?
Second, I double clicked my iPhone 4S when turning it on, and Siri has taken over! I can't use the touch method anymore, she instructs me to double click; I can't swipe the screen or make it larger or smaller, etc. How can I get out of this mode? Many thanks!!!

Not unless "find my iPhone" was set up before it was lost.
If you have not password protected it or installed Find My iPhone there is nothing you can do. See Reporting a lost or stolen Apple device.
Try a reset. Press and hold the Home and On/Off buttons simultaneously until you see the Apple logo. This may take 10 - 15 seconds and is the equivalent of a re-boot. You will not lose any data.
