You will have to put your device in recovery mode and restore via iTunes. Connect the device to the computer with iTunes installed on it. Hold down the home and power buttons until you see the silver apple, once you do let go of the power button and keep holding the home button until you see the itunes logo on your device. It will then be in recovery mode so that you can restore it to factory and update to the latest iOS.
