I have tried all the suggestions on this site, but no fix. Outlook 2016 does not have a setting for Default profile the same way as earlier versions. I can only set "Always use this profile"
As has been suggested by others, iCloud set-up for Outlook may be looking in the wrong place for Outlook 2016.
Uninstall the iCloud control panel for Windows (Control Panel>Uninstall or Change a Program>iCloud, then uninstall). Then resinstall it again from here: http://support.apple.com/kb/DL1455 and try again.

My first guess would be to check that Outlook has a default profile. Did you launch Outlook and create a default profile?
I also had this issue recently after purchasing a new computer with Windows 8 - the first symptom was that the iCloud plug-in wouldn't install because I had both Office 2010 and Office 365 installed at the same time. After uninstalling Office 365 (which was a temporary free trail account), iCloud did install, but iCloud setup wouldn't proceed and gave me the error "setup can't continue because outlook isn't configured to have a default profile".
I could find the profile "Outlook" listed under Control Panel>Mail, and it appeared as if it was the default (i.e. there was nothing to 'set'). Next I reinstalled Office 2010 and tried to remove all the .pst files I could find. It still gave me the same error. All the while, there was indeed a Outlook profile as listed under Control Panel>Mail set as the default, but iCloud couldn't see or recognize it.
Finally, this worked:
(1) I uninstalled Office 2010 and iCloud
(2) I reinstalled Office 2010
(3) I created a new Outlook profile (different from a PST file) - the profile is found under Control Panel>Mail and named it something different than the default "Outlook" profile. I set the new profile as the default.
(4) I deleted the original "Outlook" profile within the Control Panel>Mail and set the new profile as the default.
(5) I then reinstalled iCloud.
The setup then worked correctly and the iCloud plug in was installed and works as expected.
The main learning I had throughout all this research is the fact that MS Outlook profiles are stored in the Windows registry and are different from a .pst file - which is the Outlook data file that Outlook stores your mail and preferences in. You can have multiple .pst files connected to one Outlook profile. Most users only need one Outlook profile, but if you have multiple users on each computer (each with their own mail accounts, contacts, calendars, etc.) then you may want/need more than on Outlook profile.
I tried step 3 above (create a new profile and make it default) and that resolved my problem without doing the rest.
