Guides access (Settings App > General > Accessibility > Guided Access may work for you. It basically lockes the iPad to a single app.

If you want to turn off the "Multitasking Gestures" go to Settings > General > Multitasking Gestures and turn this OFF
That turns off the gestures, but doesn't prevent multitasking using the Home button, I don't beleive.

No, it doesn't but I don't believe that the original poster wants to turn off multi-tasking per se but, rather, just the swipe gesture which switches between open Apps.
Perhaps the OP will clarify.
Could be. That wasn't how I interpreted to post ( and of course I'm never wrong 😀 ). Either approach may work.
