There is no way anyone other than Apple can know if any specific iPhone is locked or unlocked. Any site that claims to have this information is a scam. Your phone is locked to AT&T. It was hacked to unlock it. That hack changed the baseband configuration, so Apple's activation server does not recognize the configuration. That is why it is failing.

Discussing hacked or jailbroken phones is forbidden by the terms of service.
Your iPhone appears locked to AT&T. Contact them to see
if you qualify for unlocking.

swiftunlocks.com has no access to Apple databases where the true records
of unlock status are kept - any information they provide is a guess at best.
The service they provide is not unlocking - but hacking which opens your
iPhone to malware, will relock at the next update, and may turn your iPhone into
an unuseable brick.

Apple has blocked free IMEI - unlock checking service. Therefore, checking by any other entity is not reliable.
Since you paid for unofficially unlocking of your iPhone and it has not been unlocked, (Activation by non-Carrier's SIM failing) you got scammed. Ask for a refund of money. And as already said apply online to AT&T for unlock. They will do it for free if found eligible.
