Only the cellular service provider can unlock your iPhone. If you do not

get the 'Congratulations. Your iPhone is unlocked' message when you restore

using iTunes, then the iPhone has not yet been unlocked. Contact your

wireless provider - some take several days or longer to process the unlock.

Who is your wireless provider?

Unfortunatly they have given you mis information. Apple do not have any control over unlocks.

If they have confirmed they have unlocked it from your end, you need to plug the phone into iTunes with a sim card from a different provider inside, this will force the phone to check the lock status and should prompt it to unlock.

You may even need to erase and restore the phone for this process to work.
