What do you mean by "tethering app"? Tethering (i.e. personal hotspot) is already part of the iOS.

Tethering means tether the User Equipment to a computer via a USB cable. As opposed to mobile hotspot which is a wifi feature streaming UL/DL from the wifi domain to the celluar.
So I'm looking for an app that supports tethering. In the Android world they have an app called easy tether.

You won't find an app that does that. It would violate the rules for the app store and seriously compromise the security of the phone.
You should be able to tether via USB using the built in hotspot.
Incorrect. "Tethering" can refer to using your phone as a modem, connecting to another device by various means including cable, WiFi, and Bluetooth. It has the exact same meaning as personal hotspot.
To tether by USB cable:
Settings > General > Cellular > Personal Hotspot > follow directions "To connect using USB."
If what you actually want is an app to hack tethering sevice from your carrier without paying for it, as suggested by the parasite who posted the now deleted response, you'll won't get any help here.

Yes. You won't find anything that will allow you to bypass the carrier requirements for tethering plans.
