It appears to me that it's because:
possibility 1: you're logging in from a country outside your itunes id region.
possibility 2: it's your 1st purchase in a very long while.
I didn't try contacting apple. It could work, according to lots of other people. My solution is:

If you’ve bought something and the purchase went through successfully but you haven’t received the item, contact the developer. If they can’t or won’t help contact iTunes Support via the emailed receipt or your purchase history.
I updated my credit card info to purchase game products and I’m getting and incomplete message telling me to contact Apple support.
Then you should do that. Click on the Contact Support link at the top of this page.
