See Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support if your in-app purchase is being blocked due to local restrictions. See If your payment method is declined in the App Store or iTunes Store - Apple Support if you don't have any restrictions enabled.

BTW, this answer has been posted on almost every one of the 86 pages in this thread. You could have saved some time by reading even a small sampling of the posts.
You shouldn't need a screenshot, it's a straightforward simple process. You to go the URL that's in the message that you are getting i.e. http://www.apple.com/support/itunes/ww, select the country where you are (and which is therefore the country on your iTunes account), and click on Contact Support top right of the next screen
I’ve had this problem over and over again and trust me it’s very very nerve-racking and it upsets you when you’re trying to do something play a game and if you’re like me I don’t have much time I’m a single mom and I like my time to play my games or listen to music but you are to call them or chat with them if you can and tell them what’s going on prior to call tell them what’s going on and you’ll be set I think to the billing department and they will get everything done and completed for you set up so just call them and tell them that you’re having the problem with the billing and you need to verify the account so they called them and it shouldn’t take too long but I’m not gonna tell you that for sure just in case I have But I hope you get it all sold and let me know if you do. Did your son enable restrictions on your device? If so you would need to know the code that he set. Failing that you may need to restore your device. See How to use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support.

What happens when you try? If there is an error message share it rather than leaving us to guess. Typically there is an issue with your payment method. Go to the address as directed or contact iTunes - Official Apple Support and ask for help.
