How can I set up my iphone as a pager when my sound is cut off?

What? When the sound is off, or the mute is on, you can set it to vibrate. Is that what you are wanting?
I had a droid before that I used as a pager. I found an app that would allow me to tell my phone even if its in silence mode if I got a text from "??" whatever then beep/sound off anyway. Since there are so many more apps in the Apple world I cant beive there isnt an equivalant app.
You still get text notifications while your phone is muted and if number/contact name shows up as the from. You can set text notifications to banner or alerts. (settings > notifications)

When the sound is muted, all notifications are muted. Because of the greater inherent security in iOS than Android, an app such as you describe is not possible. There are no apps that can selectively override the mute. App developers do not have access to those system functions.
Well you may call it greater inherent security but I call it lack of funionality, but I do understand it. Not sure why they couldnt just allow that, if me the user wanted it to work that way.
Anytime third party developers can access core function, it diminishes the security of the device. If you want a device that is less secure but allows for developers to access those functions, you probably want to go back to an Android.
