"iOS 6.1 for devices that have already been shipped."

So... "iOS 6.1 for devices that have already been shipped." Are new user's within an Enterprise/University that leverage this feature are just SOL even at the same iOS level and device version?

Due to the successful lawsuit against Apple by VirtnetX, Apple is being forced to change how VPN On Demand works on new devices, yes, and any users of such new devices will have to accept the new behavior. For more details see:
