Is there an app for iPhone 5's that can temporarlily block websites on safari for a certain amount of time? If so what is that app called?
No. You can block it via restrictions, but turning that on and off is manual.
So there is no app like "SelfControl" that I can download? I have that on my macbook and I couldnt be happier with it. I put in the websites that I want to restrain myself from so i dont get distracted and set the amount of minutes or hours I want those websites restricted from their usage. I just wish I could do the same with my iphone.

No. A 3rd party app couldn't do that. It would require access to core functions of the phone that are restricted from access by third parties.
There is a certain irony in the name of that application. 😉
Unless you can find an alternate browser with those features, there's no way to do it. You might take a look at some of the browsers aimed at providing parental control. McGruff is one. You then disable Safari in Restrictions so you're only able to use the alternate browser.
