Face time and Imessaging says waiting for activation

I Normally have my cell number checked for Imessaging and FaceTime. Now it says "waiting on activation" I leave it alone a few hours later it says activation unsuccessful. It no longer gives my number as an option just my email. I have reset everything. Done a restore. Nothing works.
