bluetooth not getting connected

I am unable to connect my iphone to another iphone via Bluetooth. Is there any special setting required to do this?

iPhone 4S, iOS 6.1.2

iPhone BT do not support file transfer. It's designed to connect to earphones, car stereo etc.
