You said your plan allows for tethering, but it seems your device has not been set up to allow use of the hotspot.

I think you should call your carrier and ask if your tablet with cellular is enabled for tethering as you can't access the hotspot.

I called my carrier to confirm if I was able to carry out tethering and they said yes. So why is it not coming on. It tries to on all day only.

Have you considered visiting a Genius at an Apple Store (or local equivalent) for support? If that is not feasible and you just bought the iPad, you are entitled to professional help from Apple Support by phone, chat, or email. (We here in this forum are mostly just other users trying to help each other.)

If you do find a solution from Apple Support either in person or remotely, please drop by here again to describe the solution so that future readers will know. Maybe you can help somebody else indirectly.

I just resolve the issue of my personal hotspot not working. I upgraded to IOS 7.0.3 and it was resolved on my iPad 4.

Anyone facing the same problem should try and upgrade to the latest IOS and it will be resolved. Mine is working fine now.
