A friend of mine from Romania had this issue. Apple were not very helpful. They even stopped answering his emails. I verified that his account was unable to proceed with enrolment, so I decided to poke around that form and compare it to my account (which displayed a country).
My account had the hidden compCompanyWhatever field with a value="XX" attribute. His account had an empty value attribute instead. I said "duck it, let's set a value of RO on that field and see what happens". Lo and behold! It worked! His $99 are on their way to Apple now.
I tried to figure out where Apple might be pulling that information from, but failed hard. Every other detail on his account was OK. The only thing he didn't have was a shipping address, but I can't verify if that would have fixed it now.
His only worry now is that Apple might say that bypassing their bug and sending money their way is... gasp... hacking!
