Why would my email that I am trying to send be rejected by the server because it doesn't allow relaying? What does that mean in English?

It means your email account doesn't have an authenticated SMTP server, which means it does not require a user name and password to send email with the account.
Most, if not all internet service providers block the use of SMTP servers that are outside of their network or not provied by the ISP being used at the time unless the SMTP server is authenticated.
Who is the email account provider?
Try going into Settings > Mail, Contacts, Calendars > Your Account > Account Name , tap on SMTP (under the 'Outgoing Mail Server' heading) and then tap on your Primary Server and enter your email account and password and see if things work.
Let me tell you the CRAPPY part.. Neither my Iphone 5 and my Ipad will send mail.. I am in KSA. I purchased a Galaxy S4 and set it up with all the same info as my I devices...
All 4 email accounts and it works PERFECTLY!!!!!
Now tell me why that is
